I just spoke to the Data Team member, and I was told PAGCOR is currently working on the list of properly licensed casinos, yet the actual list is far from being fully up-to-date.

Because of that, we evaluate each casino separately directly from the source of the PAGCOR.

Needless to say, we see this kind of license as a weaker one.
