Yes, they can do so. There are basically two scenarios. When the casinos use fake games, they can change the RTP as much as they want. When it comes to real games, only some providers offer the function of changing the RTP for casinos. It’s still quite a new feature, it’s been developed during past 2-3 years.

If the casino provides games from licensed aggregators, then they have no way to influence this. If the casino has its own games, not a third-party provider, then there may be questions.

Legit online casinos have no ways to directly change the return rate of games from external providers otherwise.
