You do know the Caracaco licence laws had a major overhaul last year due to corruption. New laws and licences came into play at the end of the year .There is more ways to skin a cat if you as a collective .

Also chargeback rules are in place for a multitude of codes so the banks go after the merchant banks. It isn’t as simple as us vs criminals fortunately there are various ways for a refund.
