Yes, is it written in their terms and conditions regarding withdrawals. BUT, is it fair to the player? Absolutely not. Many sites have much fairer and timely withdrawal policies.

But I agree that limiting the withdrawable balance by the sum of previously made deposits does not sound right. Sadly, it gets very popular, if you ask me.
